As for your final paragraph, you could very quickly draft a list of the 37 (or however many you will want) nations by name, then add a single sentence description to each along with the primary racial type and number of "men"-at-arms. You don't need to place them on the map just yet, but having those three pages of work will provide great background material and spur you on to more...
